Detailed Narrative Description
of Project:
The Government of Peoples’ Republic of Bangladesh
under the loan Agreement N0: BD-P51, March 22, 2005 has
received loans from Japan Bank For Internationals Cooperation
(JBIC) for implementation of Estern Bangladesh Rural Infrastructure
Development Project (EBRIDP): Greater Chittagong, Noakhali
and Sylhet District. In Accordance with relevant provisions
of the loan agreement under reference, NGOs at project districts
level will be appointed by the LGED with the concurrence
from JBIC, in order to facilitate the participatory development,
extend effective training and enhance motivation among stakeholders
for implementation of the project components of EBRIDP.
The objectives of the project are to accelerate agricultural,
non farm economy and social development in the project by
improving basic rural transport network and supporting infrastructure
in a sustainable manner. The improvement of rural infrastructure
in encompasses upazila/union roads, bridge and culverts
on Upazila/uninon roads, Growth center, markets, Boat landing
stages/Ghat and union parisad complex. The project incorporates
measures that wills sustain the benefits of the improve
infrastructure by collaborating with NGOs in extending training
to strength capacity of stakeholders in particular labor
contracting society members and women traders/shop owners
at improved growth centers market and to involve them into
whole process of the project.

Detailed Narrative Description
of Project:
In the development sector, role and experiences of NGOs
are well recognized nationally and internationally. The
Project Implementation Unit (PIU) of UGIIP has invited the
NGO’s to participate in the project implementation
process. Involvement of experienced NGO’s in the implementation
process of the project will bring a sustainable practice
among the beneficiaries of the project for a better &
secured livelihood for themselves. From this perspective,
selection of NGOs as development partner to implement the
project is a wise decision taken by the project authority.
The objective of the project is to improve livelihoods of
the urban poor, by ensuring community participation, improvement
of the infrastructure and establishing governance.
The specific objective of the project:
• To conduct baseline survey for identification of
the beneficiaries.
• To implement Poverty Alleviation Programs based
on Poverty Reduction Action Program (PRAP).
• To organize and mobilize urban poor to develop Community
Based Organization (CBOs).
• To prepare plan for the utilization of Urban Poverty
Alleviation fund and operation of micro credit for the urban
poor.
• To prepare plan and estimate for physical works
as per design to be constructed in the slum areas.
• To organize training and technical support for capacity
building of urban poor as well as CBOs.
• To undertake health and sanitation programs for
the urban poor.
• To establish and manage Satellite School.
• To organize skill trainings for the beneficiaries.
• To develop and introduce participatory monitoring
system.

Detailed Narrative Description
of Project:
In Bangladesh, poverty is concentrated mostly in households
who do not have assets (resource poor). The living standard
of the people in the project area is very low which is characterized
by low and unevenly distributed family income. The middle
class are using most of the resources of the Government
at the upazila level. They have the easy access to the resources
available in the upazilla level than the poor people. The
poor people are overlooked and need support for improving
their house. Credit in housing sector is necessary for the
poor people to change their household condition. There is
no any process of providing loan to the poor people for
housing purpose from bank or moneylender. Normally, the
women have little access to the bank loan. The private moneylenders
provide credit often at exorbitant rates of interest.
Grassroots Health and Rural Organization for Nutrition Initiative
(GHARONI) has long working experience in the development
area and expertise in project implementation may be regarded
as its unique strength. The organization has the housing
program in a very limited scale. GHARONI has no separate
head for the housing program so it is normally calculated
in the head of credit program. In this program, the group
member is provided with necessary credit supports so that
they can build their house.
The objective of the housing program is to provide credit
support to the poor people for constructing their house
and improving their living standard. The target beneficiaries
are the disaster affected homeless poor people who has no
resources for constructing their houses. The number of beneficiaries
of this project is 80. The activity includes group formation,
credit support and follow-up & monitoring. The purpose
of the program is to provide housing facilities to the poor
disaster affected people. |
